Dispute settlements: The US is aiming to get rid of a binding dispute settlement process created in Chapter 19 of NAFTA that allows one member to bring a grievance about unfair trade practices, such as countervailing duties or tariffs. The U.S. wanted to trigger the countdown soon enough so that the deal could be signed by outgoing Mexican President Enrique Pena Nieto, who will be succeeded by left-wing populist Andres Manuel Lopez Obrador at the beginning of December.

Trump argues Canada's hefty dairy tariffs are hurting US farmers, an important political base for his Republican Party - though his tariff actions against China have virtually eliminated USA soybean sales there.
