Tillerson Urges Mexico To Watch For Russian Meddling In Elections

Cooperation between China and Latin American countries is based on equality, reciprocity, openness, and inclusiveness, it added.

Tillerson, who is on his first multi-nation mission to Latin America, delivered the policy address in his home state, at his alma mater, the University of Texas in Austin, an institution steeped in studies of USA relations with Central and South America. "The United States is eager to help our partners develop their own resources safely and responsibly as energy demand continues to grow". The department went on to say that he will "advocate for increased regional attention to the crisis in Venezuela".

It remains to be seen how Tillerson's visit may affect the agreements reached between Buenos Aires and Moscow or whether the meeting with the Russian leader might influence the relations between Argentina and the US.

While it's expected that his diplomatic sojourn will include attempts to garner support for sanctions and other measures against the Venezuelan government, a bipartisan team of USA lawmakers have urged him to address growing paranoia. "The trip reflects President [Donald] Trump's realization that we need to stop drug inflows, work harder with allies and take a page from history", he said.

Prior to his departure from Austin, Texas, on Thursday, Tillerson said in a speech at the University of Texas at Austin that the Western Hemisphere is a "priority" for the United States "for reasons other than simply our geographic proximity".

The top USA diplomat is expected to use his time in the region to build a coalition that would levy political and economic sanctions against the governments of Nicolas Maduro in Venezuela, and Raul Castro in Cuba. This week, the United States, Mexico and Canada also completed a sixth round of talks on renegotiating the North American Free Trade Agreement, which Trump often alleges has cost American jobs.

The four Latin American countries that will visit Tillerson during seven days are those that have a harder position against the Venezuelan government in the region and participate in the Group of Lima focused on restoring Venezuela to democracy.

Tillerson will set foot in a region that has a negative view of the current administration.

Argentinian President Mauricio Macri has enjoyed a close business relationship with Donald Trump that dates back to 1980s, and was one of the first to congratulate the American mogul when the latter was elected as president. "Trump's image was poor across the region even before the recent controversy involving the revocation of Temporary Protected Status for hundreds of thousands of Haitian and Salvadoran refugees", Gallup added.
